CPD Exemption for Martial Law Affected Regions?

It seems that CPD is here to stay. At least for now. I've been reading through some comments and I've found several statements that points to a possible exemption for residents of regions affected by martial law.

This is an article last year July 21, 2017 from Manila Bulletin.

PRC issues CPD exemption guidelines

In Memorandum Circular (MC) No. 07, Series of 2017, PRC granted this privilege to professionals, who may be unable to gain enough CPD units on time due to “justifiable reasons” to be determined by its Regional directors. 
These justifiable reasons include medical reasons, unforeseen or uncontrolled events (e.g. Martial Law declaration, recent typhoon, fire, et. al.), professionals working overseas, unemployed or financially handicapped.

Seeing as Mindanao is still under Martial Law, I think this should apply and that professionals living in Mindanao should be able to renew licenses without CPD units.

I sent a message just today May 7, 2018 to PRC Cagayan de Oro to determine if this is true. Their response is that they haven't receive any memo from the central office with regards this memo of PRC...

Anyway, the 2017 article also states that professionals with lacking units can renew their licenses if they have justifiable reasons. The exemption will be good for 3 years provided that they will comply in the future. Which could mean fulfilling the lacking units PLUS the required units for the next renewal. 

You can only request such an exemption if you already have at least 1/4 of the required units for renewal. It seems to be a subjective order though as some PRC regions comply with this loosely or strictly. So as a reference, it's best to at least comply 1/4 of the required units before trying to "haggle" with PRC especially since this was an article in 2017.

I've sent an inquiry to an email I found in the MC. Hopefully I'll be able to get a response this week or so.

As for me. I only got 4 units and it's almost June. Oh well.
